The only reason this she-male can get away with this in the car, a changing room, gym locker room, beach changing room, etc etc is she is passable(other then the dick, she would fool people) as female/good looking enough. It's the same with good looking woman or men, they get away with things average looking or unattractive can't. Thats why they just starred and then drove off.
